This is about a passage in
देव्यथर्वशीर्षम् / devī-atharvaśīrṣam,
where how languages evolved in the first place, is described .
The text itself is in the form of ऋचा / ṛcā the vedika hymns.
As 'Time' काल / kāla / यम / yama is Himself a deva, and as such subject to this phenomenon of evolution, this text treats 'Time' as eternity and immovable reality, while having 'movement' as another aspect.
'deva' is derived from the संस्कृत धातु saṃskṛta dhātu root-verb
दिव् / div (to shine, reveal one's existence) > दीव्यते / dīvyate meaning 'shines' or is seen / sensed.
Thus Sun, Moon, Water, Fire, Air, Ether (Space), Earth, Time are 'deva' or devatā, a state of being between the consciousness of living creatures and the gross inert, insentient elements.
Nevertheless they (deva' or devatā),have their own existence in terms of sounds and could be approached and propitiated with the help of appropriate and relevant set of sounds (mantra) chanted correctly and sacrifices offered mostly in Fire.
