Meaning :
In this swimming-pool (taraṇa-puṣkara) there are many flowering (khelanti puṣpāḥ) lotus and lily.
In this swimming-pool, a few young (taruṇā:) swim and others learn to swim.
Once getting into it (avatīrṇe  asmin), some can swim, while others learn.
Those learned can swim to the other side as well.
Such pass-outs ( uttīrṇā) are called expert (pāraṅgatā) .
Those  who aspire to learn to swim should know well that swimming is learnt by one-self, or with the help from the friends or under the instructions from a qualified teacher only. Book-learning only is of no help whatsoever in learning how to swim.
