Indra has been the देवता > devatā - principle पुरुष > puruṣa (male) aspect,
तारकाः > tārakāḥ / स्तृ > stṛ is the प्रकृति > prakṛti > female aspect of Cosmic Creation / Manifestation.
For ऋग्वेद > ṛgveda and all other वेद > veda maintain that Creation~Manifestation~Dissolution of Existence is a Cosmic Rhythm (ऋतं).
जन् > जनयति > causes > gives birth .
